There are some (though few and far between) lnadlords that dont mind parrots, I rent and live in a duplex and my downstairs neighbors only hear the birds when they are outside (and only because Fawkes can see them and does the ring of their phone out the window at them). I do agree with everone though, make sure it is OK if you decide to get one now. There is no such thing as a quiet bird, especially if you throw non bird lovers in the mix (what is quiet to us is not quiet to others by any means!). If you are set on getting one now though, id maybe look into Green cheek conures, or a pionus. But a lot of Pionus' are pretty reserved so if your looking for an outgoing bird they may not be a good fit. Conures are insane, fun, clowns..but MOST of them are very noisy.
