Among the other feathers of the body, Parrots, pigeons, and especially herons possess a particular kind of feather called powder down.  The tips of these feathers break off, producing fine granules like talcum powder.  Apparently this powder, like talcum powder helps to waterproof the feathers.

yep this is right, and your Too's and greys really have alot of this powder down, that is why when you mist them the water pretty much beads right off of them. this is also known as dander .

I wonder why the canary wings are so water proof when they don't produce this dander?

that is actually my question, which birds do not produce it? how come some birds (like blue-headed pionus ) don't have an oil gland on their tails?

All birds have powder down even wild birds, just some have it more then others, All birds have this to protect their feathers and to be water proof.

I know that the Greys, the Toos and the teils have the most, which ones are middle of the road, and which ones have the least? I know it has something to do with the conditions from where the species originate (i.e. dry/desert seem to have more...) how come BH Pionus do not have the gland?

Don't really know.  The Cockatoos that also include the Cockatiels have the most down besides Greys.  And they live on the dryist continent? dknow

I read that the birds without a preen gland find other ways to keep themselves clean and dry, like taking a dust bath. Hyacinths, Pionus, Lears macaws...dont have one (along with others)
